People can complain all they want about Elder Lyon's and eventually Maxson's East Coast Brotherhood, but at least they attempted to expand and grow their faction, at least under Lyons. And their ending slides don't show the Brotherhood doing a lot else to re-establish themselves. The NCR has also completely outgrown, overshadowed, and destroyed any chances of the BOS re-asserting themselves. Even if the protagonist gets the Brotherhood to side with them in NV their prescence at the Second Battle of Hoover Dam to aid the Courier is neglible at best. They simply lack the numbers and resources to became a major power in the region and their rules against recruiting outsiders mean that they have a very limited manpower pool. Especially the Mojave Chapter due to the disasterous defeat at HELIOS One.
